You may configure eCommerce to allow quotes as well as sales orders. Quoting may be useful for products to which you cannot set a fixed price due to local availability or other limitations. To enable this functionality, you must enable customers to generate quotes from the shopping cart, and then optionally generate sales orders from quotes.
You can then enable those quotes to be visible within eCommerce.
